Here in Fiji, we are fully committed to our agenda for expanding access to high quality education. We’ve made education free for the first time in Fijian history, we are proving our students with free textbooks and subsidised transportation to school. And, recently, we’ve massively expanded access to merit-based scholarships and our affordable tertiary education loans scheme, and made those programmes more tailored to students’ needs.
Well, we were all extremely impressed with the design on the bodies of our new aircraft. But what about the new design on the bodies of our cabin crew.
I extend my sincere appreciation to the EU Commissioner for International Co-operation and Development, Mr Mimica, for the opportunity to meet bilaterally with him this morning.
Change is a constant, but after more than two decades of learned deliberation, there is a solid body of knowledge and understanding of responsibilities ingrained into this institution. As I look around the conference centre, observing the faces of colleagues from sessions past mingling with those of delegates attending for the first time, I'm invigorated by a sense of continuity. It is the strength of this institutional continuity that will lead us judiciously through the challenges ahead.

It gives me great pleasure to address you this morning at the opening of the Capacity Building Training Workshop on E-government development in Pacific Small Island Developing States.
Allow me to preface this presentation with some relevant quotations from the statements delivered on day one by my PM (of Fiji)- Commodore Josaia Voreqe Bainimarama and the PM of Timor Leste- Kay Rala Xanana Gusmao:
As Interim Chairman of the Fiji Roads Authority I am pleased to make this official announcement to confirm that Higgins (Fiji) Limited have been awarded the Nadi N2 Road Upgrading Project that will see a significant improvement to a total of 6kms of road in Nadi in 2 years’ time.
