MINISTRY OF ECONOMY - Budget Analyst [Infrastructure Services]

The Ministry of Economy (‘Ministry‘) is responsible for providing efficient and effective economic and financial advice to Government including management of the national economy consistent with the Government’s macroeconomic and financial objectives. The following divisions support the Ministry in the delivery of its outputs and these include: budget management services and policy formulation, effective implementation and monitoring of projects and programmes (Budget and Planning Division) accounting services (Treasury), debt management services (Debt Management), internal control and audit services (Internal Audit & Good Governance), facilitation of procurement for whole of Government (Fiji Procurement Office), implementation of Government wide financial management reforms (Financial & Policy Assurance), management of Government capital projects, quarters and office space (Construction Implementation Unit), administrative and support services (Corporate Services Division) as well as statistical compilation and dissemination (Fiji Bureau of Statistics).

The Ministry invites applications from qualified and professional candidates for the following position:

Vacancy No. 192/2017: Re-advertisement: Budget Analyst [Infrastructure Services] – Budget and Planning

The position reports to the Manager Infrastructure Services (Budget and Planning) through the Principal Budget Analyst – Infrastructure Services.

The key responsibilities of the position include:

• Support the policy planning, preparation, implementation and monitoring of the infrastructure budget;
• Assist in the coordination of the evaluation of new capital expenditure proposals and policies;
• Assist in the formulation and development of policy papers related to the infrastructure sector;
• Prepare and provide monthly or quarterly reports and briefs on infrastructure projects and initiatives to the Manager Infrastructure Services (Budget and Planning);
• Provide technical expertise in the design and planning of infrastructure projects for inclusion in the Public Sector Investment Programme (PSIP) and monitoring through the quarterly physical and financial progress report, advice on the economic viability and cost effectiveness of the various project proposals for possible Government funding and advice to line Ministries and Departments for the proper identification and planning of project proposals;
• Review the sectoral policies of the national development plan, coordinate with implementing agencies on information requirements, strengthening networks with implementing agencies, NGOS, and private sector and encouraging ongoing inter agency consultation to resolve issues arising in policy implementation relating to the infrastructure sector;
• Undertake regular site visits and inspections to projects under the infrastructure sector;
• Participate in pre-Budget and post-Budget consultations and other Economic Forums as and when required; and
• Represent the Ministry at various meetings and where necessary, support policy planning and monitoring in the economic, social or general administration sectors of the budget.

Knowledge and Experience

• A Degree in Economics or equivalent from a recognized institution.
• At least 2 years relevant experience in a large organization.
• Experience working in infrastructure sector related areas.

Skills and Abilities

• Ability to analyse and solve problems with practical solutions.
• Well versed in MS Office applications including PowerPoint, Word and Excel.
• Demonstrated ability to work independently and seek guidance when needed.
• Demonstrated ability to multi-task without loss of quality in output delivery.
• Effective oral and written communication skills.

Applicants for employment in the Ministry of Economy must be a Fiji Citizen, under the age of 55 years, in sound health and with a clear police\record. The successful applicant will be required to provide a medical certificate and police clearance as a condition of employment.
