The Ministry of Economy (‘Ministry‘) is responsible for providing efficient and effective economic and financial advice to Government including management of the national economy consistent with the Government’s macroeconomic and financial objectives. The following divisions support the Ministry in the delivery of its outputs and these include: budget management services and policy formulation, effective implementation and monitoring of projects and programmes (Budget and Planning Division) accounting services (Treasury), debt management services (Debt Management), internal control and audit services (Internal Audit & Good Governance), facilitation of procurement for whole of Government (Fiji Procurement Office), implementation of Government wide financial management reforms (Financial & Policy Assurance), management of Government capital projects, quarters and office space (Construction Implementation Unit), administrative and support services (Corporate Services Division) as well as statistical compilation and dissemination (Fiji Bureau of Statistics).

The Ministry invites applications from qualified and professional candidates for the following position:

Vacancy #193-195/2017: Senior Procurement Officer (3 Positions)

The position reports to the Head of Procurement through the Manager Procurement.
The key responsibilities of the position include:
• Develop and manage supplier contracts and supplier performance, establish tender policies and processes with properly documented guidelines, support and advise in conjunction with the Financial Policy Unit;
• Take the lead role in tender development, tender evaluation and contract development;
• Possess thorough working knowledge of Government’s procurement policy rationale and be able to work with cross - functional and cross agency tender teams;
• Work closely with line agencies in drawing up their Annual Procurement Plans (APP’s), consolidating and tendering for common goods on their behalf and maintain relationships with key suppliers, “customer” agencies and key stakeholders; and
• Negotiate and agree contractual terms and conditions with suppliers; ensuring that there is clear regard for the nature, application and implications of the contract and the relevant contract law.

Knowledge and Experience

• A Degree qualification (or equivalent) in Economics, Finance, Supply Chain Management (or related field) from a recognized institution.
• At least 3 years’ experience working in a Procurement department in a public sector or corporate environment.
• Working knowledge of tender process, including tender development, tender evaluation and contract development.
• Experience in developing and amending procurement policies and processes as and when required.
• Practical knowledge of supplier contracts and supplier performance management.
• Understanding of the mechanics of tendering and contract management.
• Understanding of the Fijian Constitution (2013) and applicable procurement laws of Fiji

Skills & Abilities

• Demonstrated ability to carry out negotiation with suppliers on contractual terms and conditions.
• Demonstrated ability to analyze and contribute to solutions to complex problems in a resource constrained environment.
• Effective oral and written communication skills with good command of spoken and written English.
• Demonstrated ability to carry out set tasks in order to meet set deadlines.
• Demonstrated ability to maintain confidentiality.
• Capacity to utilize computer programs to support operations.
• Service oriented approach, with a commitment to supporting the operational/corporate environment of the organisation.

Applicants for employment in the Ministry of Economy must be a Fiji Citizen, under the age of 55 years, in sound health and with a clear police\record. The successful applicant will be required to provide a medical certificate and police clearance as a condition of employment.
