SENIOR PROCUREMENT OFFICER - DEPARTMENT OF INFORMATION TECHNOLOGY AND COMPUTING SERVICES

The Information Technology and Computing Services (‘ITC Services’) is the IT arm of the Fijian Government (‘Government’) and is responsible for the implementation and maintenance of the Government’s IT network, infrastructure and applications to meet the demands of the various Government ministries and departments.

Pursuant to the Reform of Information Technology and Computing Services Decree 2013, the ITC Steering Committee has been appointed to reform, restructure and reorganise ITC Services and to implement the Government Technology Roadmap Blueprint. The implementation of the Blueprint will bring about innovative technologies, both in hardware and software, and effectively deliver most Government services through e-services.

ITC Services invites applications for the position:

Senior Procurement Officer who reports to the Manager Procurement
The principal accountabilities of the position include:
1. Developing and managing supplier contracts and supplier performance, established tender policies and processes with properly documented guidelines, support and advice in conjunction with the Policy Unit
2. Taking the lead role in tender development, tender evaluation and contract development
3. Possessing thorough working knowledge of Government’s procurement policy rationale and be able to work with cross-functional and cross agency tender teams where required.
4. Working closely with line agencies in consolidating and tendering for common goods on their behalf and maintain strategic relationships with key suppliers “customer” agencies and key stakeholders.
5. Negotiating and agreeing contractual terms and conditions with suppliers ensuring that there is clear regard for the nature, application and implications of the contract and the relevant contract law.
6. Assisting in drafting of procurement papers to management and ITC Steering Committee.

The applicant should possess:

Qualification

Degree qualification in Economics, Finance, Supply Chain Management (or equivalent relevant experience) from a recognised institution

Knowledge and Experience
1. At least 3 years relevant experience working in a procurement department in the public sector or corporate environment.
2. Working knowledge of tender process, including tender development, tender evaluation and contract development.
3. Experience in developing and amending procurement processes as and when required.
4. ICT background and knowledge is an added advantage.
5. Practical knowledge of supplier contracts and supplier performance management.
6. Understanding of the mechanics of tendering and contract management.
7. Understanding of the Fijian Constitution (2013) and applicable procurement laws of Fiji.

1. Demonstrated good leadership in tender development and evaluation, contract development and management.
2. Assessed ability to provide the right advice to management and stakeholders.
3. Ability to negotiate and resolve procurement issues with vendors professionally.
4. Ability to uphold honesty and integrity in the internal and external environment.
5. Effective oral and written communication skills and presentation skills
6. Demonstrated ability to design, implement and manage contract systems.
7. Demonstrated ability to maintain confidentiality.
8. Capacity to utilize computer programs to support operations.
9. Service oriented approach, with a commitment to supporting the operational/corporate environment of the organisation.
