26/8/08 - Cabinet approves demarcation of functional roles and responsibilities of the Public ServiceCommission and the Secretariat

Cabinet has approved the demarcation of the functional roles and responsibilities of the Public Service Commission (PSC) and the Secretariat.

Cabinet based its decision on a submission by the Prime Minister, Commodore Voreqe Bainimarama.

The Prime Minster explained that there is a general understanding that the PSC comprises of the appointed members and the Secretariat.

“There is, however a need to remove the confusion and segregate the functions of the Commission and that of the Secretariat.

“The separation of the role of the Commission from the Public Service Ministry is absolutely necessary so as to preserve and protect its independence and to assign the functional role to the Permanent Secretary for the Public Service.”

He said that the Commission will only exercise its powers independently with regards to its Constitutional functions.

“The Public Service Commission will comprise its appointed members and will be serviced by a Secretariat whose duty will be to receive submissions from the Secretary of the Public Service on its constitutional functions and implement the decisions.

“The Designation of the Head of the Public Service will be the Permanent Secretary for the Public Service.

“The Permanent Secretary for the Public Service will report directly to the Prime Minister and operate from that office.

“All statutory functions of the Commission including office accommodation, employment policies in the public service, remunerations, job evaluation, transfers, training etc. will be undertaken by the Permanent Secretary for the Public Service.”

The Prime Minister added that training will also be coordinated by the Permanent Secretary for the Public Service”

These changes will be brought about by appropriate legislative changes.
