Expenditure policies - 2009 Budget

The Finance Ministry has revealed its expenditure policies for the upcoming 2009 Budget. In its FMR Newsletter July/August 2008, the Ministry reports that specific to the 2009 Budget, the following expenditure measures will apply:

a) No new post will be created in 2009 in line with the objective of the cost cutting exercise in Government

b)However, creation of new post(s) will be considered for priority areas and may be considered for priority areas and may be created if there is a trade off of post(s). New posts should be finalised before the budget announcement, no further variation will be entertained thereafter. Agencies are required to send to the Ministry of Finance the latest approved Person to Post confirmed and verified correct by PSC

c) To reduce the escalating cost of the civil service, efforts will continue to be pursued towards formulating a
‘productivity/performance-based’ salaries and wages increments system, with simple, clear measurable indicators used;

d) Ministries must ensure better management of operational expenditures such as telecommunications, fuel and oil, stationery, spare parts and maintenance, supplies and services etc. Normal scrutiny will apply to submissions for these SEGs on a case-by-case basis;

e) Operating transfers/grants (SEG 6) will be thoroughly scrutinized with the objective of reducing total grant levels, given that it accounts for 12% of the total budget. Government will re-look at its role and support for some of the entities;

f) Thorough scrutiny of demands for new operating and capital expenditures will be exercised. submissions will be assessed on the basis of its clear linkage and contribution to sustainable Economic Empowerment Development strategy (SEEDs) outcomes, clarity of output specification and performance measures and economic returns as per the Portfolio Performance statements;

g) Ensure adequate resources are available for facilitating national elections next year.

h) the 2009 capital budget will be drawn from the Public sector Investment Programme(PsIP)

Ongoing projects / programmes will be re-evaluated for effectiveness in achieving their stated objectives, cost efficiency and contribution to government’s broad outcomes. Ongoing projects that fail to justify its continuation will not be funded in 2009 leaving room for new projects.
