The Government of Fiji and the United Arab Emirates (UAE) have signed a Memorandum of Understanding (MOU) on the Mutual Recognition of Certificates of Competency for seafarers, marking a significant milestone in strengthening maritime cooperation and employment opportunities for Fijian seafarers.
The MOU was signed in Abu Dhabi on Wednesday, 14 January 2025, during the Sixteenth Session of the International Renewable Energy Agency (IRENA) Assembly, on behalf of the Government of Fiji by the Hon. Naisa Tuinaceva, Assistant Minister for Public Works, Meteorological Services and Transport. The agreement was signed with the UAE Ministry of Energy and Infrastructure.
The MOU gives effect to Regulation I/10 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), allowing the mutual recognition of certificates issued by Fiji and the UAE.
This will enable qualified Fijian seafarers to serve on UAE-flagged vessels and in the wider Gulf Cooperation Council (GCC) region, while ensuring full compliance with international maritime safety and competency standards.
The agreement designates the Maritime Safety Authority of Fiji (MSAF) as the competent authority responsible for issuing and verifying certificates under the framework of the MOU, ensuring that Fiji’s certification system aligns with international best practice.
“This agreement is a major breakthrough for our Fijian seafarers. It opens direct access to international shipping and maritime employment opportunities in the UAE and the wider Gulf region, while ensuring that our qualifications are recognised under the highest global standards. It also reinforces Fiji’s standing as a trusted maritime nation under the STCW Convention,” Assistant Minister Tuinaceva said.
The MOU reflects Fiji’s commitment to expanding skilled labour mobility, strengthening maritime safety, and deepening bilateral relations with the United Arab Emirates. It also supports national development priorities by promoting skills development, foreign income generation, and institutional cooperation in the maritime sector.
The agreement enters into force upon signature and will remain valid for five years, with provision for renewal.
