DEPARTMENT OF COMMUNICATIONS - DIRECTOR OF COMMUNICATIONS

KEY DUTIES:
The incumbent will be responsible for;
• Advising Government on the policies and guidelines that better enhance telecommunications sector in Fiji
• Implementing and proper management the cable project as well as looking at options to maximize benefits to the sector
• Supervision of the selection and the establishment of telecenters to enable increase information accessibility to suitable locations
• Developing a television migration plan to promote the usage of Digital Television coverage
• Ensure proper adherence to the FM band plan
• Oversee the proper management of the national spectrum resource
• Ensure technical compliance of the ICT sector, including broadcast and telecommunications
• Managing and supervision of all staffs to ensure work unit results are achieve within the allocated budget.

QUALIFICATION, KNOWLEDGE AND EXPERIENCE
The applicant must possess:
Masters in Engineering Technology or Computer Science or Economics
• Additional qualification specific to Telecommunication would be an added advantage
• At least 8 - 10 years practical experience working with Senior Management towards achievement of outputs for the organization
• Significant project management experience in the Communication sector is an added advantage.
• Understanding on how to maintain effective working relationships within the sector
• A proven track record as a high performer in the telecommunications sector

SKILLS AND ABILITIES
• Demonstrated ongoing competency in the management of cross ministry initiatives that include multiple projects and sub-projects
• Good understanding and knowledge of managing implementation of project management methodologies and familiarity with information and communications technology industry standards
• Demonstrated written and oral communications skills
• Strong problem-solving skills
• Strong business acumen and financial management skills are an added advantage
• Capacity to utilize computer programs to support daily operations
• Service oriented approach, with a commitment to supporting the operational and corporate environment of the organization.
• Effective time management skills
