HEAD OF AGRICULTURE RESEARCH

KEY RESPONSIBILITIES
The position will achieve its purpose through the following:
1. Develop a research and development agenda for the crop and livestock sector within the Ministry;
2. Coordinate, monitor and track the evaluation of the research program within the Ministry; including
the sustainable use of natural resources (land use);
3. Provide policy development and strategic direction based on research evidence;
4. Provide strategic advice to the Permanent Secretary (PS) and Head of Agriculture Operations
Services in relation to climate change programs, research programs and staff capacity and
budgetary progress;
5. Establish a research user-pay services platform to directly engage with commercial farmers,
agribusiness and research institutions to enable the development of market-driven commodities;
6. Develop clear linkages between research activity and extension advisory services, including
“communication products”, training and awareness with key stakeholders;
7. Coordinate the publication and dissemination of crop and livestock research findings; including
management of the Fiji Agricultural Journal.
8. Develop individual and institutional capacity building through appropriate staff training, in
consultation with key research partners;
9. Ensure compliance with Occupational Health and Safety (OHS) Regulation and guidelines within
the Ministry; and
10. Actively contribute to all corporate requirements of the Ministry, including planning, budgeting and
human resource activities where required.

KEY PERFORMANCE INDICATORS
Performance will be measured through the following indicators:
1. Successfully develop the research and development agenda, in line with Ministry of Agriculture’s
strategic priorities within the required timeframe;
2. Ensuring the Research Divisional structure supports the achievement of the SDP targets
3. Upgrade the research reporting system/database to better track research outcomes within the
required timeframe;
4. Increase private sector investment to enable greater research in market commodities within the
required timeframe;
5. Deliver corporate reporting requirements for the Ministry of Agriculture, within the required
timeframe.

PERSON SPECIFICATION
A Post Graduate University qualification in Agriculture Science (or equivalent work experience), the
following Knowledge, Experience, Skills and Abilities are required to successfully undertake this role:

Knowledge and Experience
1. At least 8 years’ relevant experience at senior management level gained within both public and/or
private sector organizations;
2. Demonstrated experience in research and development within crop and livestock sector;
3. Demonstrated experience with agriculture research methods and tools;
4. Significant experience in managing and implementing change within a complex organization; and
5. Knowledge and understanding of key cross-sectoral strategies within the Ministry.

Skills and Abilities
1. Practical ability to analyse information, research findings, summarize findings and present them
in ways that is easily understandable to decision-makers;
2. Demonstrated ability to identify and plan research outcomes as well as formulate strategic
responses;
3. Strong written, communication and presentation skills;
4. Demonstrated ability to analyse and solve complex problems;
5. Ability to build and sustain shared agendas as well as engage others in the strategic direction;
6. Capacity to utilize computer programs to support the operations of a complex organization; and
7. Service orientated approach, with a commitment to supporting the operational/corporate
environment of the organization.

Personal Character and Eligibility
Applicants must be a Fijian Citizens, under the age of 55, in sound health with a clear police record.
