HEAD OF HUMAN RESOURCE DEVELOPMENT AND SERVICES

KEY RESPONSIBILITIES
The position will achieve its purpose through the following key responsibilities:
1. As part of the Ministry’s senior executive team, provide strategic advice and leadership on all
Human Resource Management policies and procedures for the Ministry.
2. Develop and implement a coordinated programme of change within the Ministry, to support and
ensure the successful implementation of the current restructure initiatives.
3. Work with the senior executive team and Section Heads to fully align individual work plans to the
annual and strategic plans of the Ministry.
4. Work with the senior executive team to develop and implement appropriate workforce plans which
ensure the availability of skills for the sector into the future.
5. Support Section Heads to fully implement management approaches that foster high performance
and a culture of accountability and service delivery.
6. Develop and implement the full range of internal human resource policies and procedures, aligned
to whole of government requirements and broader policies.
7. Develop the staff of the Human Resources team to ensure timely and quality delivery of all human
resource management services for the Ministry.
8. Actively contribute to the corporate requirements of the Ministry, including (but not limited to)
planning, budgeting and staff management as required.

KEY PERFORMANCE INDICATORS
Performance will be measured through the following indicators:
1. Human Resource services planned and delivered to support the execution of the Ministry´s
strategic and operational plans;
2. Implementation plan for the Ministry restructure developed, approved and implemented as
planned;
3. All Human Resource Management functions carried out in compliance with statutory requirements
and adherence to government human resource policies and guidelines.

PERSON SPECIFICATION
In addition to a Master’s Degree (or equivalent) in Human Resource Management or Business
Administration / Commerce with a first Degree in Human Resource Management, or equivalent work
experience, the following Knowledge, Experience, Skills and Abilities are required to successfully
undertake this role:

Knowledge and Experience
1. At least 8 years’ experience at senior management level, managing the human resource
management division or department in a large complex organisation;
2. Significant experience developing and implementing change, driving performance management
and capacity improvements to build and maintain high performing teams;
3. Strategic knowledge and understanding of all aspects and functions of human resource
management and how they contribute to organisational outcomes;
4. Broad knowledge and experience in planning and budgeting, monitoring and evaluation, reporting
and coordination of strategic objectives; and
5. Familiarity with the Fijian Constitution (2013), applicable labour laws of Fiji.

Skills and Abilities
1. Strong communication skills (oral & written), with proficiency in English, the ability to effectively
consult to develop and implement sound policies and procedures.
2. Demonstrated ability to plan for and implement significant change, preferably in an area of human
resource management or organisational restructure.
3. High level of attention to detail with a demonstrated ability to maintain confidentiality and neutrality
in a sensitive environment.
4. Ability to plan for and meet tight deadlines, often managing multiple outputs and specifically in
regard to workforce management.
5. Demonstrated ability to manage and motivate staff at different levels and from different
backgrounds and experiences.
6. Capacity to utilise computer programs to support the operations of a complex organisation;
7. Service oriented approach, with a commitment to supporting the operational / corporate
environment of the organisation.

Personal Character and Eligibility
Applicants must be a Fijian Citizens, under the age of 55, in sound health with a clear police record.

The successful applicant will be required to provide a medical certificate and police clearance as prerequisite
condition of employment.
