HEAD OF AGRICULTURAL ECONOMIC DEVELOPMENT

KEY RESPONSIBILITIES
The position will achieve its purpose through the following:
1. Provide strategic economic policy advice to the Permanent Secretary of Agriculture covering
Ministry of Agriculture (MoA) strategic priorities; food security, sustainable livelihoods, climate
resilient agriculture and commercial agriculture;
2. Oversee the development and review of key crop and livestock commodity plans, in line with
MoA’s 5-year Strategic Development Plan (SDP) and Annual Costed Operation Plans (COP);
3. Oversee the management of Agriculture Statistical Surveys, Market Research and Farmer
surveys that inform production and research;
4. contribute and manage strategic policy development for the Ministry;
5. Oversee the management of statistics, survey and policy database for knowledge management
communication and informed decision making and ensure the provision of relevant data to internal
stakeholders and, external stakeholders (such as FBOS, RBF, Development partners) for macropolicy
making;
6. Coordinate and facilitate the National Agriculture Census;
7. Manage strategic partnerships with external and internal stakeholders that deliver on MoA’s SDP
and Annual COP;
8. Oversee the development and management of monitoring and evaluation systems that track
performances against MoA’s 5-year Strategic Development Plan and Annual Costed Operation
Plans;
9. Oversee the coordination and development of divisional business plans across the ministry and
the yearly COP, ensuring alignment to the Strategic Development Plan;
10. Carry out annual reviews of the Strategic Development Plan, update where necessary and ensure
awareness across the Ministry;
11. Develop the Ministry´s Annual Plan in coordination with all divisions and incorporating key
achievements with relevant statistics information to support;
12. Oversee the development and publication of key Policy Publications (e.g. Commodity Policies)
and progress reports (e.g. Annual Reports);
13. Develop individual and institutional capacity building through appropriate staff recruitment &
training; and establishing a performing and inclusive organisational culture in consultation with
key partners;
14. Ensure compliance with Occupational Health and Safety (OHS) Regulation and guidelines within
the Ministry;
15. Actively contribute to all corporate requirements of the Ministry, including planning, budgeting and
human resource activities where required.

KEY PERFORMANCE INDICATORS
Performance will be measured through the following indicators:
1. Formulation of evidence-based policies, plans and strategies within agreed timeframes to meet
MOA’s strategic priorities of food security; sustainable livelihoods, climate resilient agriculture and
commercial agriculture
2. Ensuring the Economics and Statistics Divisional structure supports the achievement of the SDP
and COP targets and is within the approved MOA structure and subsequent structural changes
and updates, in agreement with the Permanent Secretary and within the required timeframe;
3. Maintaining comprehensive statistics, survey and policy database system/database for knowledge
management, communication and informed decision making;
4. Managing MoA’s monitoring and evaluation systems that effectively tracks performance and
provides management information on a timely basis
5. Delivering corporate reporting requirements for the Ministry of Agriculture, within the required
timeframe.

PERSON SPECIFICATION
A Post Graduate University qualification in Agriculture/Agriculture Economics, Economics, Business
(or equivalent work experience), the following Knowledge, Experience, Skills and Abilities are required
to successfully undertake this role:

Knowledge and Experience
1. At least 8 years’ relevant experience at senior management level or at least 10 years’ experience
at mid-management level;
2. Extensive experience in economic planning, policy development and statistical analysis gained
within public or private sector;
3. Senior management experience including developing and implementing change, drive
performance management and develop capacity of the organisation and individuals;
4. Demonstrated experience in the development and implementations of Agriculture and rural
development sector strategies, plans and policies;
5. Senior management experience including developing and implementing change, drive
performance management and develop capacity of the organisation and individuals.

Skills and Abilities
1. Strong written and verbal communication skills and ability to deliver messages to relevant
audiences;
2. Ability to analyse information, summarize findings and present them in ways easily
understandable to decision-makers;
3. Demonstrated ability to analyse and solve complex problems, in a time-pressured environment.
4. Demonstrated ability to manage, motivate and lead a team at different levels and from different
backgrounds and experience in a rapidly changing environment;
5. Demonstrated ability to effectively consult with others to develop and implement sound internal
policy and procedures;
6. Capacity to plan for and meet tight and immovable deadlines, in particular with regard to
recruitment and selection;
7. Capacity to utilise information and communications technology to support the operations of
complex organisation; and
8. Service oriented approach, with a commitment to supporting the operational / corporate
environment of the organisation

Personal Character and Eligibility
Applicants must be a Fijian Citizens, under the age of 55, in sound health with a clear police record.
The successful applicant will be required to provide a medical certificate and police clearance as prerequisite
condition of employment.
