The Department of Information Technology & Computing Services invites applications from suitably qualified, experienced and eligible candidates for the Network Engineer position.

CORPORATE INFORMATION
1. Position Level: Salary Band H
2. Salary Range: $ 34, 760.31 - $ 37, 434.18
3. Duty Station: Suva
4. Contract Term: 3-years
5. Reporting Responsibilities;
     a) Reports To: Principal Engineer (IT Infrastructure)
     b) Liaises with: Engineers
     c) Subordinates: Network Technicians, Computer Technicians, Desk-side Officers.

POSITION PURPOSE
The purpose of the Network Engineer is to plan, direct, and coordinate the design, installation, and connectivity of computer and GOVNET network systems to ensure the stable operation of the organization’s IT assets.

KEY RESPONSIBLITIES
The role will achieve its purpose through the following key responsibilities. Working with relevant staff and service providers, in accordance with legislative requirements:
1. Deliver efficient, simple, sustainable network solutions and processes to ensure Govnet network is maintained to support new applications and technologies.
2. Plan, acquire, and coordinate installation of in-house and remote hardware and software across the Govnet’s network.
3. Negotiate with vendors, outsourcers, and contractors to secure network products and services.
4. Assess, approve, and administer all equipment, hardware, and software upgrades.
5. Manage and ensure effectiveness of security solutions, including firewalls and intrusion detection systems.
6. Conduct research and make recommendations on network products, services, protocols, and standards in support of network procurement and development efforts.

KEY PERFORMANCE INDICATORS
Performance will be measured through the following indicators:
1. High Availability and network uptime of more than 90% for data centre and Govnet network
2. Decreasing the number of security related downtime by maintaining updated security features of network devices.
3. Timely submission of monthly report to supervisor every last Friday of every month.
4. Bi-annual government fiber network Audit report

PERSON SPECIFICATION
In addition to Bachelor’s degree in Information Technology/Telecommunication/Networking with relevant three (3) years’ work experience or Diploma in Information Technology/Telecommunication/Networking with five (5) years of relevant work experience. (Industry accreditation desirable; such as Network+, NSE 4, CCNA, CCNP,ITIL, NSE 4-8 Foundation certification), the following Knowledge, Experience, Skills and Abilities required to successfully undertake this role are:

Knowledge and Experience
1. Substantial, extensive and demonstrated experience in various aspects of technology infrastructure design and implementation, with tangible, relevant and demonstrated experience in delivering projects within scope and budget.
2. Experience in a high-volume or critical production service environment and demonstrating experience in dealing with external vendors and suppliers in the network industry.
3. Strong experience in network and systems security, not only a key understanding of overall concepts, but also the ability to implement policies, processes and develop solutions to network and security problems.
4. Relevant working experience in optical fibre network deployment, IP networking and fibre transmission network experience or working in enterprise networks, strong TCP/IP networking knowledge and knowledge of industry best practices for rack build/rack cable management/dressing (especially fibre optic cable);
5. If applicable, sound knowledge of troubleshooting complex network issues in an enterprise network environment and/or issues relating to network device configuration, fibre cabling infrastructure connectivity issues, including optic fibre patch panels and patch cords.

Skills and Abilities
1. Proven ability to understand infrastructure requirements and translate them into solutions including developing designs, device configurations, IP addressing and switch port schema, providing solutions and support to various cross-functional teams.
2. Ability to communicate effectively with suppliers to identify needs and evaluate business solution and technologies
3. Ability to utilize innovative methods in developing solutions.
4. Excellent project and time management skills
5. Ability to facilitate effective team interaction
6. Excellent client management skills
