The purpose of this position is to assist in providing technical and support services to the department and assisting the Senior Engineer in developing policies, overseeing compliance and to facilitate the development of services in the Communications Sector.

2.    Salary Range:    $28, 605.45 - $34,707.95 [Step 1-3]
3.    Duty Station:      Ground Floor, New Wing, Government Buildings,  Suva
4.    Reporting Responsibilities:
     a) Reports To:    Senior Engineer (Communications)
     b) Liaises with:   Department’s staff, Stakeholders  and other Government Ministries/Departments.
     c) Subordinates:  Nil

The post is to assist in providing technical and support services to the department and assisting the Senior Engineer in developing policies, overseeing compliance and to facilitate the development of services in the Communications Sector.

The position will achieve its purpose through the following:
1.    Ensure that policies and procedures are developed to facilitate the development of the Telecommunications sector.
2.    Conduct timely reviews of policies and identify new areas for policy development.
3.    Maintain an overview of compliance in the sector.
4.    Keeping up to date on the latest development in the industry and advise the management on areas of opportunities.

Performance will be measured through the following indicators: 
1.    Assist the Senior Engineer in overseeing the submarine cable and telecentre projects.
2.    Ensure timely verification and payment for invoices and Telecentre timesheets.
3.    Ensure that telecentre equipment are operational and purchase new equipment when necessary.
4.    Assist the Senior Engineer and Registrar of Radio Frequencies with Radio Frequency assignments and effectively participate in Department’s day to day activities.
5.    Participate in regional and global platforms to understand developments in the telecommunications sector.
6.    Participate in Emergency Telecommunications Cluster meetings, compile and provide telecommunications briefs during and after natural disasters and emergencies.
In addition to a Diploma in the areas of Engineering/Technology/Computer Science and Information Systems the following knowledge, experience, skills and abilities are required to successfully undertake this role:

1.    At least 3 years’ experience delivering towards achievement in core skills for the organization.
2.    Practical, working knowledge in all aspects of communication i.e technical/policy related and technology.
3.    Understanding on how to build and maintain effective working relationships.

Skills and Abilities

2.    Strong oral and written communication skills and proficient computer skills.
3.    Demonstrated ability to work independently with minimal supervision.
4.    Ability to thrive in a complex, high-volume and deadline-driven work environment.

7.    Keen attention to detail and an aptitude for problem-solving.

Personal Character and Eligibility
