MODERNISING FIJI’S TELECOMMUNICATIONS LEGISLATION

The Ministry of Policing and Communications is progressing a major legislative review aimed at modernising Fiji’s telecommunications regulatory framework to better support the country’s growing digital economy.

Minister for Policing and Communications Hon. Ioane Naivalurua acknowledged the successful completion of the first round of stakeholder consultations, held from 23–27 February 2026. The sessions brought together key industry stakeholders to share insights and contribute to shaping a more future-ready telecommunications environment for Fiji.

The review will address critical areas such as wireless telecommunications deployment, Internet of Things (IoT), over-the-top (OTT) services, spectrum management, consumer protection, competition, universal service, network security, and regulatory governance.

Minister Naivalurua reaffirmed the Government’s commitment to ensuring Fiji’s telecommunications framework supports digital transformation, economic growth, infrastructure investment, and inclusive connectivity, while strengthening Fiji’s position as a regional digital hub.

To ensure the framework aligns with international best practice, the review is being supported by the International Telecommunication Union (ITU). Telecommunications legislative expert Mr. Scott Minehane of Windsor Place Consulting has been engaged to provide technical guidance throughout the process.

The Ministry has thanked the ITU for its continued support as Fiji works to strengthen its digital future.
