The Ministry of Employment, Productivity and Workplace Relations through the National Occupational Health and Safety Service (NOHSS), conducted an investigation into an incident involving two students of Rampur College who fell into a septic tank during school recess on 6 February 2026.
Employment Minister, Hon. Agni Deo Singh said that the report revealed that the two students stepped onto a concrete septic tank cover while taking a shortcut from the washroom to the canteen.
“The route used by the students was clearly designated as an out-of-bounds area by the school. The septic tank cover unexpectedly collapsed, causing both students to fall into the opening,” said Minister Singh.
“Both students were safely assisted out by a fellow student and investigation confirmed that no injuries were sustained.”
Minister Singh also highlighted that interviews were conducted with the students and school management, confirming that the school had clearly marked “out-of-bounds” areas and had displayed layout maps identifying restricted zones.
“Despite the restrictions in place, the students chose to access the restricted route. The investigation also identified concerns regarding the structural integrity of the septic tank cover, which posed a significant safety risk.”
“As part of regulatory compliance measures, the National OHS Service issued a Requisition Notice requesting key occupational health and safety documentation, including the school’s Occupational Health and Safety Policy, internal investigation report, and layout of restricted areas within the school compound.
“An Improvement Notice was also issued directing the school to install appropriate barricading around the area immediately and repair the septic tank by 20 February 2026.
“While we are relieved that no student was seriously injured in this incident, it serves as an important reminder that safety within school premises is a shared responsibility. Schools must ensure that infrastructure is properly maintained and that hazardous areas are adequately secured. At the same time, students must follow established safety rules and respect restricted areas designed to protect them,” said Honourable Singh.
The NOHSS team has also recommended the placement of clear warning signage identifying restricted or out-of-bound areas; reinforcement of student safety rules regarding approved pathways during recess times and break; and improvement of staff supervision in high-risk or less visible areas during recess, as measures to strengthen safety at the school.
The Minister for Employment reiterated that the Ministry would ensure safe and healthy environments in all workplaces, including educational institutions, and would continue to work closely with the Ministry of Education and OHS Committees in schools to promote compliance with health and safety standards.
