EXPATRIATE PERMANENT SECRETARIES TO TAKE UP OFFICE

Five expatriate Permanent Secretaries are to take up office by the first quarter following an extensive process of advertising and rigorous interviews and scrutiny.

Mr. Vishnu Mohan, Chairman of the PSC said the five expatriates have all signed their contracts, making the number of new permanent secretaries appointed so far to 17 out of the 20 roles for which candidates were sought.

The Public Service Commission has made acting appointments whilst awaiting the commencement of duties by the expatriate Permanent Secretaries to ensure continuity in the delivery of services in their respective ministries.


The Chairman of the PSC said that the Commission in its search for suitable candidates followed a timeline, criteria and plan of action to appoint the best qualified persons for the respective roles. He further elaborated that the Commission had access to top professional services in the process of advertising, shortlisting, interviews and recruitment. This was provided by Melbourne based NGS Global Pty Ltd.

The five expatriate Permanent Secretaries are:
  • Mr Ewan Perrin - Permanent Secretary for Communication and Information Technology
  • Ms Nicole Jauvin - Permanent Secretary for the Civil Service
  • Mr Paul Bayly - Permanent Secretary for Infrastructure and Transport Mr Joshua Wycliffe - Permanent Secretary for Local Government, Housing & Environment
  • Ms Alison Burchell - Permanent Secretary for Youth & Sports
The appointments have been made pursuant to para 126 (1) (a) of 2013 Constitution, with the agreement of the Prime Minister.

The unfilled roles of Permanent Secretary for Finance; Permanent Secretary for Employment, Productivity & Industrial Relations and Permanent Secretary for Foreign Affairs will be re-advertised soon.
