The Ministry of Justice this week hosted the official signing of the Wailoaloa Commitment, a landmark pledge that unites Fiji’s justice and law enforcement institutions under a shared vision of Justice for Every Fijian.
The event, held at Suvavou House, brought together representatives from across the law and justice sector, including the Chief Justice, heads of enforcement agencies, civil society, development partners, and legal institutions.
The Minister for Justice and Acting Attorney-General, Hon. Siromi Turaga, underscored the significance of this moment, describing it as “a profound turning point in Fiji’s justice journey.” He reflected on the momentum created at the Inaugural Justice Summit last month, where stakeholders collectively confronted long-standing challenges and committed to a unified reform agenda.
Hon. Turaga highlighted that the Wailoaloa Commitment represents more than policy alignment. It is a shared covenant built on three core values: Integrity, Accessibility, and Equity. These principles will guide the sector’s seven-pillar Reform Roadmap, including digital transformation, legislative modernisation, rehabilitation, anti-corruption initiatives, and improved access to justice nationwide.
The Chief Justice, His Lordship Salesi Temo, commended the Ministry of Justice for spearheading a collaborative approach between independent arms of government. He emphasised that cooperation between institutions strengthens, not diminishes the independence of the judiciary, legislature, and executive, reinforcing public confidence in the rule of law.
Delivering the closing remarks, the Permanent Secretary for Justice, Ms. Selina Kuruleca, affirmed the Ministry’s role as coordinator of the reform effort.
“As the final signatures are placed, a new chapter begins. Today’s pledge becomes tomorrow’s work,” she said. She noted that the Reform Taskforce and Advisory Council will drive implementation, ensure accountability through quarterly meetings, and maintain transparency through public reporting.
Ms. Kuruleca reminded all signatories that their signature marks the beginning of a sustained and demanding partnership grounded in unity, purpose, and shared destiny.
Today’s signing sets the course for a modern, efficient, and people-centred justice system. The Ministry extends its appreciation to all partners especially Australia's Department of Foreign Affairs and Trade for their continued support of a Fiji-led transformation.
