Work is underway on the development of an Integrated Human Resource Database (IHRD) between the Public Service Commission and ITC to complement the ongoing civil service reforms.
Permanent Secretary for the Public Service, Mr Parmesh Chand said an Integrated Human Resource Database Project Steering Committee comprising of Permanent Secretaries is being formed to provide the overall guidance and direction to the project.
“There are currently difficulties faced by the Commission such as conflicting figures concerning the number of civil servants; inefficiencies in the management of pay, promotion, leave etc; abuse and the lack of accountability in the recruitments of civil servants; and, difficulties in the right sizing of the civil service and management of reforms.”
For the individual government agencies, the major problems faced are the inefficiencies in the coordination of Human Resource matters with the Commission and the time finances and efforts wasted in manually preparing the accessing of Human Resource records.
“The system once in place will provide up to date data in computerized form on all facets of human resource management such as bio data, salary levels, position description, training needs, opportunities for promotion, performance outcomes etc for each officer in the Civil Service.”
Mr Chand said the database will also help better coordination of work of the PSC and the Ministry of Finance in control and management of the payroll for the civil service.
