The Permanent Secretary for the Public Service, Mr Parmesh Chand said reducing the size of the civil service and cutting Government’s operating costs is central to what the Civil Service Reforms is all about.
Speaking to staff on the work activities of the Commission, Mr Chand said that Government wants civil service to achieve higher levels of efficiency.
That means we need to work smarter with existing or less resources, yield better results and eliminate wastage in all our overheads.
“As staff of the Central Agency of Government responsible for the managing of human resources and related facilities for the whole of the civil service, you need to be fully conversant with the vision, directions and reform initiatives in the civil service.
“We need to know thoroughly the workings, existing capacities, our potential and expectations of all our stakeholders.
Civil Service Reforms is also about strengthening of capacity and professionalism of civil servants so that they can deliver effectively to the expectation of their stakeholders.”
He added work currently underway on the development of an Integrated Human Resource Database (IHRD) for whole of civil service will help in better management of human resources and control of payroll for the civil service.
Once in place, the system will provide up to-date information in computerized form on all facets of human resource management such as bio data, salary levels, position description, training needs, opportunities for promotion, performance outcomes etc for each officer in the Civil Service.
Mr Chand concluded that all these reform efforts would also contribute to cost savings in Government’s operating expenditure as we are focused on achieving better performance, eliminating wastage and overall having a leaner public service with higher levels of efficiency.
