PACIFIC MINISTERS URGED TO STRENGTHEN COLLABORATION IN DIGITAL TRANSFORMATION

The Deputy Prime Minister and Minister for Communications, Hon. Manoa Kamikamica, officially opened the 2nd Pacific ICT Ministerial Dialogue (7/8/25) with a powerful call for renewed regional unity, collaboration, and digital ambition.

In his remarks, DPM Kamikamica reaffirmed the symbolic and strategic importance of the Lagatoi Declaration, adopted at the inaugural Dialogue in Papua New Guinea, as a shared regional roadmap for digital transformation.

“The Declaration reaffirmed our resolve to harness ICT for sustainable development, economic growth, and inclusive service delivery—no matter which island our people call home,” he said. “It acknowledged the urgent challenges we face—from climate change to cyber threats—and the need for stronger regional collaboration, innovation, and resilience.”

DPM Kamikamica highlighted Fiji’s recent progress in advancing digital inclusion, including the rollout of Starlink services and the anticipated commercial launch of 5G, alongside the establishment of Fiji’s national Computer Emergency Response Team (CERT) and accession to the Budapest Convention on Cybercrime.

“We remain committed to connecting the unconnected, especially in rural and maritime communities. Since our last meeting, one of our key achievements has been our accession to the Budapest Convention—demonstrating our commitment to a safer and more secure digital environment.”

He offered Fiji’s support to other Pacific countries considering accession to the Convention, noting Fiji’s willingness to share experiences and lessons learned with the region.

The DPM also highlighted progress in digital public service delivery through platforms such as the Fiji Integrated Licences and Permits Approval System, with the second phase under development to streamline construction permitting.
“Our goal is to deliver more transparent, coordinated, and user-friendly government services through digital platforms.”

Looking beyond the Pacific, the DPM urged Ministers to ensure the region’s voice continues to shape global ICT policy. He noted the Pacific’s contributions to the UN Global Mechanism on ICT Security. He welcomed the finalisation of the UN Convention on Cybercrime, which is now open for signing in October.

The Dialogue reaffirms the Pacific’s shared commitment to collective progress. It focuses on strengthening partnerships and coordinating efforts to deliver tangible outcomes, ensuring that no island is left behind in the region’s digital transformation journey.
