PERFORMANCE PAY SYSTEM IN 2013

The Public Service Commission [PSC] will further modernize the manner in which civil servants are paid and rewarded for their performance.

This follows the announcement of the Performance Pay System by the Prime Minister Voreqe Bainimarama at the 2012 National Budget address.

Public Service Commission permanent secretary Parmesh Chand said that the PSC will complete all necessary preparatory works to ensure that the performance based pay system is effectively implemented in 2013.  He said that Government already has in place a robust planning process wherein all Ministries, Departments and Agencies have been producing their respective Strategic Plans, Corporate Plans and Individual Work Plans.  There is also in place a good reporting and monitoring framework largely coordinated by the Central Agencies of Government.

Mr. Chand said that the commission will now focus on training, coaching and reach-out work as part of finalizing the framework for performance pay system.  He said that there will be a staff appraisal template developed and tested as part of the process. There will also be discussions with all Central Agencies on the framework, its implementation and cost implications.

The performance pay system is part of Government reform programme to improve efficiencies and productivity in the operations of the civil service, enhance service delivery with a positive trickling effect of a dynamic, professional and result oriented workforce.
