PM calls for improvement in Government performances

Prime Minister Commodore Voreqe Bainimarama has urged for better performances by Ministries and Departments in the implementation of People Charter for Change, Peace and Progress (PCCP), Roadmap for Democracy and Sustainable Socio-economic Development.

He made these remarks following a brief update on the work of  Strategic Framework for Change Coordinating Office (SFCCO)  in the first quarter of 2010.  

In endorsing the report, Commodore Bainimarama called for more focus on the monitoring process of outputs by Ministries and departments because eventually Ministers and Permanent Secretaries would be answerable to these progress reports.

The key role of the Strategic Framework of Change office is to ensure effective mainstreaming and implementation of the Strategic Framework for Change (SFC) and Roadmap for Democracy and Sustainable Socio-economic development (RDSSD)

The SFC maps out Government’s response to the President’s mandate to ensure a smooth transition to parliamentary  democracy by 2014.

Commodore Bainimarama said while there were indications of changes in the achievements in all government service delivery there was a need to improve performances in the shaping of the roadmap that will take Fiji to elections in 2014.

Some of the major achievements in the first quarter of 2010  as recorded by the the Strategic Framework for Change Coordinating Office (SFCCO) includes:

-De-regulation of the Telecom Market.
-Reform of the Fiji Sugar Corporation
-Land Reform
-Reoganisation of the Fiji Electricity Authority
-Reorganisation of the Government Supplies
-Realignment of of Government Shipping Services and Fiji Shipping Services
-Fiji National University
-Outsourcing of health services
-Merger of Prices and Income Board and Capitals Markets Development Authority
-Social Welfare support
-Education Support
-75 percent of Public Relations support for Government’s intent.

The report was formulated following the monitoring and analysis of Government Ministries and Departments based on the Annual Corporate Plans and their submissions to the SFCCO.

These were verified by SFCCO based on outputs, due dates of programmes, budget utilisation and commitments. Results were then audited and analysed against benchmark weighting of outputs to outcomes.

The overall performance was 71.5 percent for the first quarter implementation  with the top three ministries highlighted being Prisons & Correctional Services registering 97 percent, Ministry of Labour 85 percent and Ministry of Information 80 percent.
