PSC reviews staff recruitment

The Public Service Commission in consultation with the Ministry of Finance will review the control measures in the staff establishment and payroll control measurers.


Public Service Commission Permanent Secretary Parmesh Chand says the freeze on filling of vacant posts will remain until further notice with the exception of technical, professional and statutory body responsibility positions.

“Ministries, Departments and agencies can seek to advertise vacant technical, professional and statutory responsibility positions subject to confirmation of Certificate of Availability of Funds,” Mr Chand said.

“Given the freeze there will be continuous restrictions on the filling of base level vacancies through new temporary relieving clerical officers and temporary relieving officer .

Mr Chand said PSC holds the responsibility of finding opportunities for re-deployment of officers, particularly in the common cadre area who are deemed surplus following restructuring implemented in respective Ministries, Departments and agencies.

“The commission on an ongoing basis compiles and retains a list of such officers on its database, therefore the approval of the commission must be obtained on the filling of positions through new temporary relieving appointments in line with the redeployment policy and freeze vacancies.”

Mr Chand stressed the need to make prior arrangements for utilisation of any leave or any other entitlement for officers appointed on promotion. During the period of contract leave compensation only in exceptional circumstances will be considered.

“Officers leaving the service will be requested to take leave as part of their notice period wherever possible,” he said.

Permanent Secretaries and Heads of Departments are reminded to fully enforce PSC circular on the effective leave administration.
