PSV Drivers Code

Numerous complaints against Public Service Vehicle drivers have prompted the formulation of a Code of Conduct that is expected to lift standards of service according to the Land Transport Authority.

LTA CEO Naisa Tuinaceva said the new code will be enforced commencing February 12, 2011.

“The complaints registered regarding some PSV drivers have depicted a service that is deplorable to the point of unethical in some cases and many have questioned how these drivers received PSV licenses,” he said.

“There are many complaints on rude drivers, those that intentionally fail to return forgotten goods,  those who even steal from customers, dangerous and careless driving, those that overcharge customers or even resist to provide a service.”

The 30,000 PSV drivers in the country must now conform to about four main categories:

  1. Driver behavior
  2. Driver Attire
  3. The driver must ensure that all information relating to route, fares and destinations are clearly and correctly displayed.
  4. The driver must charge the correct fare and issue tickets as specified under the relevant permits.

The code, details the rules of engagement for drivers, and is derived from Regulation 22 of the Land Transport (Public Service Vehicle) Regulations 2000.

Like any other profession, Mr Tuinaceva said PSV drivers receive formal training and there must be a standard that they conform to.

“Since they are licensed for public service purposes there are standards and levels of performances required under the law for one to abide with,” he said.

“PSV drivers in the transport context are public servants, their role is one of service to the public.

“The LTA is undergoing a period of change, changes are being implemented in various areas and changes in the service that PSV drivers render is part of all that.

“The travelling public pay for the service and so deserve respect and quality service.”

Awareness on the new Code is being carried out for a one month period before the enforcement date sets in.
