Good morning to you all,
Ladies and Gentlemen,
It is a privilege to address you today as we celebrate the 75th anniversary of Annex 9 (Facilitation) of the Chicago Convention on Civil Aviation, marking 2024 as the ICAO
Year of Facilitation.
This year, ICAO also celebrates 80 years since its establishment in 1944. Over these decades, ICAO's support and coordination have enabled countries to achieve a rapid and reliable global air mobility network.
As air transport enters a new era of digitization and innovative flight technologies, it increasingly relies on ICAO's expert support and guidance to shape the future of international aviation.
ICAO is rising to this challenge by innovating itself, expanding partnerships with UN and technical stakeholders to deliver a strategic global vision coupled with sustainable solutions.
Ladies and Gentlemen
I would like to commend the efforts of the Pacific Immigration Development Community (PIDC), and the governments of Australia, New Zealand and Fiji. Under the ICAO banner, we aim to positively influence international and regional aviation security and facilitation outcomes.
In the coming days, our collective focus will be on vital discussions and collaborative workshops. These sessions cover a wide spectrum of critical topics, ranging from foundational identity systems to the secure issuance of passports and seamless INTERPOL reporting.
The recent establishment of the Pacific Small Island Developing States Liaison Officer in Fiji represents a remarkable milestone. It opens up an unparalleled opportunity to strengthen regional capabilities and foster cooperation among our island nations.
This strategic move not only enhances our ability to address shared challenges but also underscores our commitment to sustainable development and security. Kudos to the visionaries behind this initiative!

Ladies and Gentlemen,
Today, we gather to recognize the efforts and significant strides made in enhancing aviation security and facilitation systems. I would like to highlight several key initiatives and achievements that underscore Fiji’s dedication to maintaining the highest standards in aviation security.
Fiji's Aviation Security and Facilitation Initiatives
ICAO Audit of Fiji (2023):
Fiji has taken on a proactive stance in aviation security as demonstrated by the ICAO audit conducted in 2023. This audit, under the Universal Security Audit Programme Continuous Monitoring Approach (USAP-CMA), meticulously assessed Fiji's adherence to Annex 17 and Annex 9 SARPs.
The audit underscored the need for stronger implementation of these standards and highlighted the significance of capacity-building and governmental support. Our willingness to undergo such a thorough examination exemplifies our dedication to enhancing Fiji’s aviation security framework and aligning with international standards.
Strengthening Compliance with ICAO Annex 9:
There are active efforts to bolster compliance with ICAO Annex 9 – Facilitation SARPs deserve high praise. By collaborating closely with key aviation industry stakeholders— including Immigration, Customs, Police, Biosecurity, and the Ministry of Health and Medical Services,
Ladies and Gentlemen, Fiji is taking comprehensive steps to elevate the quality of its implementation. This collaborative approach not only enhances compliance but also ensures a holistic improvement in aviation facilitation processes.
Developing API and PNR Frameworks:
The development of frameworks for Advanced Passenger Information (API) and Passenger Name Record (PNR) marks a significant stride in Fiji's aviation security advancements.
We have partnered with UN agencies such as UNODC and UNOCT, as well as border control agencies, NGOs, and various government departments, and I am glad to say that Fiji is also partaking in the UNgoTravel Project API/PNR.
These initiatives, supported by specialized working groups led by UN experts, reflects Fiji’s commitment to adopting global best practices and enhancing passenger data management.
API Framework:
Fiji has prioritized the API Framework development. By initially focusing on API before progressing to PNR, Fiji demonstrates a strategic and methodical approach to enhancing aviation security. This thorough and phased implementation underscores the government's commitment to ensuring robust and effective security measures.
Introducing e-Passports to Combat Identity Theft:
The introduction of e-passports in Fiji is a commendable move to combat global identity theft and fraud. These passports, embedded with advanced security features, significantly reduce the risk of counterfeit documents.
This initiative showcases Fiji's proactive measures to safeguard its citizens' identities and enhance the integrity of its travel documents.
Addressing Capacity Challenges:
Fiji’s recognition of and efforts to address its capacity challenges, such as limited technical knowledge, multi-agency coordination, and the lack of specific facilitation legislation, are highly praiseworthy.
The country’s commitment to strengthening capacities and enhancing coordination reflects a pragmatic and forward-thinking approach to overcoming these hurdles.
Considering ICAO Public Key Directory (PKD) Membership:
Fiji's consideration of joining the ICAO Public Key Directory (PKD) illustrates its forward-looking mindset. Membership in the PKD promises to facilitate seamless travel for Fijian citizens. By carefully evaluating the benefits of this membership,
Fiji demonstrates a balanced and judicious approach to decision-making in enhancing its international travel capabilities.
In saying all of that, Id like to say this, Fiji's comprehensive and collaborative efforts across various aspects of aviation security and facilitation initiatives not only align Fiji with international standards but also significantly to enhance the safety, security, and efficiency of its aviation operations.
Since its formation, the Pacific has played a vital role in the ICBWG. The 2015 meeting in Samoa led to the creation of the Small Island States working group, addressing the unique challenges of smaller countries and promoting innovative regional solutions. Knowledge-sharing, such as Fiji’s ePassport implementation experience in Grenada, is an essential undertaking.
Let us continue to collaborate, bridge gaps, and build connections. Our collective efforts will shape the future of aviation security and facilitation, ensuring safe and seamless journeys for everyone.
